これはiPhoneだけでなく、iPadでも確認されている現象のようです。他にも、iPhone 6s 64GB、iPad Pro 128GBでも同様の現象が確認されており、さらに16GBモデルでも12.6GBから13.1GBに増えたという報告があるということです。
ベータ版ということで正式版でどうなるか分かりませんが、もし正式版でもストレージ容量が増えるのであれば、これは朗報になりますね。
